Solomon granted mercy but required that the recipients to prove themselves worthy of it. Solomon, wasn’t hurting anyone else by giving a chance to those who posed a threat only to him. Most of them did not prove themselves worthy and earned justice. But the one who threatened others was given only justice and no mercy to protect the innocent
